1. The Ministry of National Education of Türkiye financing from the World Bank toward the cost of the Safe Schooling and Distance Education (SSDE) intends to apply part of the proceeds toward payments under three lots for Mini PC Desktop Computer Set Procurement. The mode of payment will be Direct Payment.
2. The Ministry of National Education Directorate General for Innovation and Education Technologies (DGIET) now invites sealed Bids from eligible Bidders for procurement of 28,500 (twenty-eight thousand five hundred) desktop computer sets to be installed in digital skills laboratories in schools. The set includes a desktop mini PC, a monitor and accessories. The procurement consists of 3 lots of 9,500 units each. Each lot is spread over different provinces across Türkiye and the list of provinces, and number of schools and desktop units for each specific province and school are provided as a part of the RFB document. The period for Delivery including Installation of the Goods at the specific schools is within 165 calendar days after contract signature. This includes 110 calendar days for delivery to the Supplier’s warehouse for pre-control inspection by the Purchaser after production of final Goods, 5 calendar days for the Pre-control inspection, and 50 days for delivery to and installation of the Goods in the schools by the Supplier. After delivery and installation of Goods, 10 calendar days is reserved for the Final-inspection and Acceptance of the Goods by the Purchaser before completion of the contract. Margin of preference will not be applied.
3. Bidders may Bid for one or several contracts, as further defined in the request for bids document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s July 2023 version of “Procurement Regulations for IPF Borrowers” (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Interested eligible Bidders may obtain further information from Turkish Ministry of National Education Directorate General for Innovation and Education Technologies, Dr. Bilgehan Özbaylanlı, gouep@eba.gov.tr and inspect the bidding document during office hours (09:00 to 18:00) at the address given below.
5. The bidding document in “English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 100 $ (US dollars). The method of payment will be direct deposit to the Bank account. At the bidder’s choice, a hard copy of the bidding document can be collected by the bidder from the Purchaser’s office at the address provided below, or it can be sent by the Purchaser to the bidder through email as an attachment file in PDF format.
6. Bids must be delivered to the address below on or before 12 July 2024 at 03:00 pm. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 12 July 2024 at 03:30 pm.All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
7. All Bids must be accompanied by a Bid Security of:

If a bidder bids for more than one lot, the above bid security amounts for those lots will be cumulatively applicable.
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.

6. Güvenli Okullaşma ve Uzaktan Eğitim (SSDE) maliyeti için Dünya Bankası’ndan finanse edilen Türkiye Milli Eğitim Bakanlığı, gelirlerin bir kısmını Mini PC Bilgisayar Set Alımı için üç parti halinde ödeme olarak kullanmayı planlıyor . Ödeme şekli Doğrudan Ödeme olacaktır.
7. Milli Eğitim Bakanlığı Yenilik ve Eğitim Teknolojileri Genel Müdürlüğü (YEĞİTEK), okullardaki dijital beceri laboratuvarlarına kurulacak 28.500 (yirmi sekiz bin beş yüz) adet Mini PC masaüstü bilgisayar seti alımı için uygun teklif sahiplerini kapalı teklif vermeye davet ediyor. Sette bir masaüstü mini bilgisayar, bir monitör ve aksesuarlar bulunacaktır. İhale her biri 9.500 adetlik 3 partiden oluşmaktadır. Her lot Türkiye genelinde farklı illere dağılmış olup, illerin listesi ve her bir il ve okul için okul sayıları ve masaüstü sayıları liste halinde RFB belgesinin bir parçası olarak verilmektedir. Malların belirli okullara Kurulumu da dahil olmak üzere Teslimat süresi, sözleşmenin imzalanmasından sonraki 165 takvim günü içerisindedir. Bu, nihai Malların üretilmesinden sonra Alıcı tarafından ön kontrol muayenesi için Tedarikçinin deposuna teslimat için 110 takvim gününü, Ön kontrol muayenesi için 5 takvim gününü ve Malların okullara teslimatı ve Malların tedarikçi tarafından okullara kurulumu için 50 günü içerir. Malların teslimatı ve kurulumundan sonra, sözleşmenin tamamlanmasından önce Malların Alıcı tarafından Nihai muayenesi ve Kabulü için 10 takvim günü ayrılır. Tercih marjı uygulanmayacaktır.
8. Teklif Sahipleri, ihaleye çağrı dokümanında ayrıntılı olarak tanımlandığı gibi bir veya daha fazla sözleşme için teklif verebilir. Birden fazla ihalenin kazanılması halinde indirim yapmak isteyen isteklilere, bu indirimlerin Teklif Mektubunda yer alması şartıyla izin verilecektir. İhale, Dünya Bankası’nın “IPF Borçluları için Satın Alma Yönetmelikleri”nin (“Satın Alma Yönetmelikleri”) Temmuz 2023 versiyonunda belirtildiği gibi bir Teklif Talebi (RFB) kullanılarak uluslararası rekabetçi satın alma yoluyla gerçekleştirilecektir ve Satın Alma Yönetmeliği’nde tanımlanan tüm uygun teklif sahiplerine açık olacaktır.
9. İlgilenen uygun teklif sahipleri, daha fazla bilgiyi TC Milli Eğitim Bakanlığı Yenilik ve Eğitim Teknolojileri Genel Müdürlüğü Dr. Bilgehan Özbaylanlı, gouep@eba.gov.tr adresinden alabilir ve ihale dokümanını mesai saatleri içerisinde (9:00 – 18:00) aşağıda verilen adreste inceleyebilir.
10. İngilizce dilindeki ihale dokümanı, ilgilenen Teklif Sahipleri tarafından aşağıdaki adrese yazılı başvuruda bulunulması ve 100 $ (ABD Doları) tutarında geri ödemesiz ücretin ödenmesi üzerine satın alınabilir. Ödeme şekli Banka hesabına doğrudan yatırılacaktır. Teklif sahibinin tercihine göre, ihale dokümanının basılı bir kopyası, aşağıda belirtilen adresteki Alıcının ofisinden teklif sahibi tarafından alınabilir veya Alıcı tarafından teklif sahibine PDF formatında bir ek dosya olarak e-posta yoluyla gönderilebilir.
6. Tekliflerin en geç 12 Temmuz 2024 saat 15:00’e kadar aşağıdaki adrese teslim edilmesi gerekmektedir. Elektronik İhaleye izin verilmeyecektir . Geç gelen teklifler reddedilecektir. ” Orijinal Teklif ” olarak işaretlenen dış Teklif zarfları ve ” Teknik Bölüm ” olarak işaretlenen iç zarflar, Teklif Sahiplerinin belirlenen temsilcileri ve katılmayı tercih eden herkesin huzurunda 12 Temmuz 2024 tarihinde saat 15:30’da aşağıdaki adreste halka açılacaktır.. ” İkinci Zarf: Mali Kısım ” olarak işaretlenen tüm zarflar açılmadan kalacak ve ikinci halka açık açılışa kadar Alıcının güvenli gözetiminde tutulacaktır.

İsteklinin birden fazla lot için teklif vermesi halinde, bu lotlar için yukarıda belirtilen teklif teminat tutarları kümülatif olarak uygulanacaktır.
8. Borçlunun, ihale belgesinde yer alan intifa hakkı bildirim formunu kullanarak, İhale Kararı Bildiriminin bir parçası olarak, başarılı teklif sahibinin intifa hakkı hakkındaki bilgileri açıklamasını gerektiren Tedarik Düzenlemelerine dikkat çekilir.
